Tacos are filled tortillas. There's nothing distinguishing tortillas used for
tacos from tortillas used for enchiladas, flautas or chimichangas.
Theoretically, you're correct, anything folded into a tortilla can be
considered a taco and is often referred to as such by Mexicans in casual
conversation. But of course, a tortilla filled with a hotdog, mustard and
relish would make a pretty inauthentic taco. Just consider what would comprise
a typical sandwich.
