Yes, subject to, but not always imposed. There may be a secret formula.
Just like the highway with a speed limit of 65 mph. I set the cruise
control to 70 and go by a couple of radar traps with no problem. I'd
not try to do that at 73 though, or whatever the magic number is.

IRS may not bother with a $500 missed payment but will jump on $XXXX.
