I would have reported him. I was in a grocery line, I think 2 or 3 years
ago, and some guy offered to pay for my food with his card, then have me
pay him only half what it cost. I outed him in front of everyone around,
and he left the store.

The way I feel about SNAP is that foods should be restricted to disallow
soda pop, candy, etc. but that the program should be well funded. Fraud
should be treated as theft of Government property, and carry jail time
for a 2nd offense.
