It's a reference to Dr. Strangelove. The character Colonel Jack D. Ripper
was insane, and in addition to launching the nuclear weapons, he
ranted on and on about fluoridation. He needed to maintain the
purity of essence of his precious bodily fluids, so he drank
only pure grain alcohol and rainwater.
