Bulk bins, especially for spices, aren't common around here either.
Safeway has pasta, chocolate chips, cereals etc in bulk... but no
spices. If I want bulk spices of the North African/Middle Eastern
variety, I go to one particular store that isn't even ethnic. It's
the same one that is looking for fiori di sicilio to stock.
