Is this a commercial shipment or a private gift?

Commercial enterprises are subject to inspection by all sorts of taxing
authorities. If you are sending a gift to a friend or relative, just pack
it well, double poly bag in for leakage and put it in the mail or UPS. The
mailman does not ask what you are shipping and there is no reason to tell
him.
