It's a very inexact method of cooking a roast. You cannot rely on "X
Amount of Time Per Pound", especailly with a good roast. The method
mentioned is also highly variable because of the variables of how well
your oven will sustain any heat while off.

Best to just cook it at 500F for 20-25 minutes, the lower the temp to
230-240 until the meat thermometer reads 132-135. That is the *only*
way to cook prime rib reliably in any given oven.
