Thinking about that some more, the UN is neutral ground, not the airport he
flew into and the roads Qadafi took to get there. The USA has the right to
deny entry or exit to anyone with just cause, so it was more a courtesy to
allow him entry into the USA.

Correct me if I'm wrong.
