Many years back, parents were very frustrated around here, because their
kids had different calendars. Maybe the high school kid watched their
sibling on some vacation days when the parents had to work. Well, if
the high school kid was in school and the younger sibling wasn't, that
didn't work. Family vacations were a problem when the kids had winter
or spring vacations at different times. So the county stepped in, got
all the districts together, and they agreed on a single calendar. But
the individual districts still sometimes changed their calendars, even
though they had agreed. The county had penalties, but they weren't
significant. Of course, the parents got all angry, but there wasn't
much to do except direct them to complain to the school board who
approved a change to the calendar that had already been agreed to.
So, no, it's not the same everywhere in the world, in the US, in
California, or within the counties in California.
