AFAIK, all he needs is a new Google account. And to get a new Google
Account, he needs an unregistered email address (Gmail, Hotmail, Yahoo,
whatever).

He'd only need to use a proxy if Google decided to ban his IP address
(which is unlikely) -- and that's assuming he has a permanent static IP
(which is also unlikely).
