Dunno. It hasn't seemed to be an impediment to the folks posting viruses
masquerading as porographic screen-savers. Those would have to be
considered binaries.
Perhaps the news server one attaches to can (but doesn't necessarily)
exercise some control.
Like I said at the outset - Dunno. (Pretty much sums up my entire take I
just about everything - "I don't know".)
