The retention time is a function of the policies of YOUR SELECTED news
provider. Attempting to solve the problem(s) that you have with your
selected provider by impacting every other reader of this newsgroup is
rather selfish, not to say impractical.

Why so? Most news providers do not go out of their way to cater to
usenet, regarding it as a sort of mysterious burden they have to
assume. If you transform a non-binary group into a binary group they
will eventually respond to the increased resources consumed and the
retention will fall in line with their treatment of other binaries
groups. For those readers whose ISP or news provider do not carry
binary groups as a matter of policy, they will eventually conclude
that afb is a binaries group and drop it. In "solving" your problem
you make it more likely that others will lose access to afb altogether
or force them to do what you should do. Get a different news
provider.

That said, you are always free to propose changes to the group's
charter and there are sanctioned means to do so
