Yes. And so far I''ve read of examples in the USA, Canada and the UK
which usually don't work well enough to do anything other than make a
few consultants a bit better off.

The last time I looked the Peace Corps or something like a CCE
required degrees or at the very least a reasonable level of literacy,
numeracy and passible physical and mental health.

Unfortunately a lot of welfare recipients don't have one or more of
these

I have no problem with that if a program can be designed that will
actually work. Just explain how you are going to get a single mother
to work when there is no childcare, the mentally disturbed (to
outright barmy) to function etc at less cost than welfare.
