It is a personal visit, eye exam, and new license every 5 years IIRC,
here in Louisiana. My handicap hang tag expires every ten years and I
have to go in, pay four bucks, get my picture taken and get a separate
handicap ID to go with the number on the hang tag. The police do check
them occasionally so I guess it's a good thing.
