Default wheat sugar and apple juice concentrate

hi, about ten years ago in london u.k. i went to my local winemakers shop
and they sold me something called wheat sugar (which i was told had already
'by-passed' some of the stages of the fermentation process). when mixed
with apple juice made from concentrate it produced a very tolerable and
quickly produced 'white wine like' drink.

i was told it was not made available to the general public. is there
anywhere (preferably in the u.k.) that i could buy some of this wheat sugar
again?
