Is there any red wine with low ABV but at least medium tannins?
 
I'm thinking 10% alcohol or less (which as we know in the USA means it's more likely to be 11.5%). Thanks.

And I would prefer a non-sparkling wine.

Under 10% ABV is a tough call. Low alcohol red wines with tannins are
likely to be cool climate reds. German Spätburgunder (Pinot Noir) would
be one possibility; Cab Franc from the Loire Valley would be another.
