Default Sourdough biscuits

Okay, I just made a new starter, and am using it to make non-critical
recipes until it gets good and lively. Just made some biscuits this
weekend, but they didn't rise. I used this recipe:

They tasted fine, just didn't rise. The baking powder is good, so that
shouldn't have been the problem. Should I have let the dough rise for a bit
before baking? I ended up having to use about 2 cups of starter to make the
dough "wet" enough to be usable. This is the first starter that I've made
from scratch, and its also the first non-critical recipe I've attempted.
