A repression bill, really, one of many ex-Senator Joseph R. Biden
muscled through Congress during his horrible career there.

Throughout his rage-filled tirade, Biden refers to blacks as "them,"
"they," and "those people." "We have predators on the streets!" -and
everyone knows who "they" are. "They" are the blacks Hillary Clinton
referred to as "superpredators." Biden merely calls them "predators"
who are "beyond the pale, many of those people," and thus "we have no
choice but to take them out of society" so they don't "hit my mother
over the head." (He's quite obsessed with his Mom being cracked on the
skull by a menacing black monster, a theme he returns to in his
deranged, vengeful screed.)

Biden's blares his war cry, emphasizing every word, "We Must Take Back
The Streets!" (From "them.") According to Biden, nice white people
can't walk down the street without being "accosted" by violent (black)
hoodlums.

"Tens of thousands of them, born out of wedlock," Biden shouts, who
"have not been socialized" and so are future "predators." "We have
predators on the street!" he loudly cries, raising the alarm like a
latter-day Paul Revere, warning the townsfolk "The Negroes Are Coming!
The Negroes Are Coming!"
