do you remeber back about 15 years ago when the city of santa barbara
held an election to revamp its water supply & to get more water
available? the measure was voted down, 'cuz the folks didn't want any
more development than the water supply could support.

Limiting water development is sometimes the only way available
to the voters of controlling growth in California.

Doesn't work around here. There is a limited water supply but the city
allows essentially unrestrained growth.
