Are you speaking of the scapes? The curly stem that emerges as the
head of garlic grows?

I grow garlic and when the scapes come, in saute them in a bit of
olive oil and top with toasted pine nuts. They cannot be beat.

Now, if you're talking about the plain old green leaves, they need to
stay there until they die back.
