Looks like a salt mill to me. Could also be a coffee mill as Sheldon
mentioned.

It's a vintage KYM Mokka coffee grinder (according to e-bay). It medium
grinds anything. I've put peppercorns through it with good results. Not
good for fresh herbs, dammit. <g>

Yep. It's of the type known as a "knee mill". The concave sides are
to help hold the grinder between your knees while grinding. I have a
German Zassenhaus knee mill (coffee) I use for espresso. That KYM mill
also has conical grinding burrs, the best for coffee.

My KYM is a very straight sided box. I can hold it with one hand from any
side on the table and crank it with the other.
