horse meat is dog food (US)
like corn is pig food (EUROPE)
just because is strange to you doesn"t make it wrong

It has nothing to do with being poor. There are other cultures that eat
different animals than the ones that we eat in ours. I even believe there
is a French dish that calls for horse meat.
