Default Measuring coconut and herbs

When recipes call for a measuring cup (or portions there of) of shredded
coconut or herbs, should you pack or compress the cocunut or herbs in the
cup, sort of like you would brown sugar, or should it be measured "loosely"?

Somewhere in between. You don't want air spaces, but you also don't want
it packed firmly.
