The only grill cleaner that I find that works is easy off oven cleaner. You
might try putting it in the oven and running a self clean cycle. OTherwise
put it over the coals as they are heating up and sterilize it. Nothing will
help if its rust but you can still cook on it. if you are concerned, use
some tin foil between the food and the grill. poke holes in it to let the
grease thru.
