What does it mean when a bottle of wine has gone bad and there is a
purplish, uneven film around the neck of the bottle. I've had 2
different case afflicted with this.

The inside of the bottle or around the outside neck?

Are you sure the wine is bad? Does it taste off? Musty, modly? I am
assuming it is a red wine. When poured into a glass, does it have a brown
color.

Was it stored improperly? Were the bottles stored upside down and you are
just getting a sediment buildup around the neck? Who is the maker of the
wine? Variety?

Need more info.

Yes, but I can't really describe the taste.

One case was upside down, the other wasn't.

The first case was Daniel Gehrs syrah. It wasn't upside down. The
second case was 1707 which is a cabernet-syrah blend.

Need more info.

So, just coincidence that both cases are corked or stored properly at some
point.

I would take them back to where you purchases them. You should be able to
get your $$ back . . .
