Ok, who makes vinegar here? What are some good sites to read about making
vinegar?

I'm not intending to, but I noticed a white scum forming on the red wine

doing a quick search on "vinegar AND mother" (without the quotes) finds
many dozens of sites. I suppose

and

I also see places where you can buy mother cultures as well online, but
if you've got a brewing supply in your area you could check there if
you're not patient enough to wait a couple months for it to form.
