Default U.N. "nutrition/energy biscuits"

I've been following aid efforts to Myanmar.

Several articles refer to "U.N nutrition biscuits"
as one of the emergency foods. ( biscuit-a-day? )

I assume these are more than "Granola Bars".
Could there be a standardised international recipe
for nutrition biscuits ?

A google search found WW I ANZAC biscuits,
but not much else.

Any insights ? ( or better Googlers? )

The biscuits are akin to this:

They are very dense and have a texture that is fine, rather than
granola-like. They have a sort of vanilla-lemony flavor, unlike the Datrex
product. They are designed to provoke minimal thirst.
