Interesting that they did not at least investigate.

We have a plant in town that has a cooling tower outside. It gives off a
lot of vapor out the top and at night, in the spotlights, it looks like
smoke. At least once a month a caller on the highway reports smoke and two
fire companies are dispatched. I'm sure they get tired of it, but they
respond every time.
