It's: Wein auf Bier das rat ich dir;

Though there is some question whether the "Wein" doesn't actually refer to
rieslings and the like, but instead refers to "Weinbrand", which is
brandy, or other distillate.

Beyond that, the whole issue is highly disputed and has no basis in
anything objective :0)

Why would it be in German?
I say it's in Dutch:
"Wijn na bier, plezier;
Bier an wijn, venijn."
