Define "most places." Probably in the places with
most of the population of the US, but if you go
by geographic area probably nowhere near most places.

Basically, oxygenation of gasoline is required in
areas which meet certain air pollution levels.
Those tend to be the in and around the larger
cities and heavily populated areas.

Note that MTBE is not the only oxygenate that
can be used. Ethyl alcohol works too, but is
more expensive.
