I've never done it and I have no answer for you, but I'm curious about
the security regulations. What's the issue with doing it as you did
before? Surely there's no rule against having fish in your carry-on
luggage, is there? Is it the ice? Why?
Security will jump at anything they think is odd, and transporting raw
frozen fish in your luggage wrapped with bags of ice would probably be
considered odd. It might be easier to have it shipped.. though more
expensive, maybe worth the price vs the headache of dealing with
security.
I've posted an e-mail to TSA asking about this. I don't fly 'til 1 Feb, so
even the gubmin should be able to answer by then. ;-/
