Default Chocolate Milk from Scratch

Yep. Make some hot cocoa and cool it down.

1/2 C sugar
1/4 C cocoa
1/3 C hot water
4 C milk

Mix everything except milk. Bring to a boil, then simmer a minute or
two, whisking. Stir in milk, heat back up but don't boil.
