14-oz bags (unless it's in case volume), it's probably overkill to go for a
"real" wholesaler.
As others have pointed out, you need to know whether you want compound
coating or real chocolate. That all comes down to whether your priorities
are ease of use and price or quality and range of characteristics. Compound
coatings tend to be similar in handling characteristics and flavour. Real
chocolate is usually available with a wider range of viscosities, tempering
points, and flavour profiles.
And "cheap" depends on one's POV. For instance, a good, cheap real
chocolate like Guittard Gourmet Bittersweet can be found for $30/10-lb
block or cheaper. Nonetheless a compound coating will be even less.
Mercken's compound coatings can be in the range of $20/10-lb. Meanwhile, an
"elite" chocolate like Michel Cluizel's Los Ancones could be $125/5 kg. But
even this price I would consider cheap, relative to what you're getting and
especially relative to what the competition in that high-end market segment
might expect.
Meanwhile, http://www.chocolateman.net is a good place to start for real
chocolate in medium volumes. They have a good selection, decent if not
rock-bottom prices, and the ability to fulfill small orders.
