That depends upon what you want.

If you want to reuse them, try Googling for "reusable tea bags." You'll
find a number of providers of fabric bags.

If you're looking for paper pouches that you can fill and dispose of, I
know that Teeli in Germany makes some. Try Googling for "Teeli paper tea
bags" or "empty paper tea bags."

Also, consider your local natural foods (granola and nuts) grocery store.
Ours has them both in the tea section...or were they with the spices?
