Blauer Portugieser ("blue portuguese") is Austria's second most
prolific red grape (after Zweigelt), but has little aspirations to
top quality.

I've never heard this grape being grown anywhere except Eastern
Europe - in Hungary it's called oporto or kék oporto, btw.
