How does that work? Do you pay any sales tax if they don't toast it?
Sounds a bit like here where we don't pay sales tax on certain
groceries. If you get a sub at the store, it's taxed. I believe
bottled water is also taxed but orange juice isn't.

No, if you take it "to go" and don't toast it, no sales tax.
If you eat in, sales tax.
If they toast it, sales tax (something about "prepared" or cooked food
being taxed differently)
Strange California tax laws....
I always get my food "to go" but sometimes grab a seat anyway and eat
with my water. Nobody's ever said a word to me - why should they care
about being tax cops? Besides, I am always clean and tidy up after I
eat.
